Understanding and clarifying the conditions for applying for CNAS laboratory certification is the foundation for a laboratory to successfully apply for CNAS qualification.
1. 1. The laboratory has a clear legal status and its activities must comply with the requirements of national laws and regulations:
(1) The clear legal status of a laboratory refers to the fact that the laboratory is an independent legal entity or a part of an independent legal entity and is approved by the legal entity to be established. The legal entity can bear relevant legal responsibilities for the activities carried out by the laboratory.
(2) Its activities must comply with the requirements of national laws and regulations, which means that the laboratory must carry out work within the scope permitted by its legal representative license.
2. 2. Established a management system that meets the recognition requirements and has been in formal and effective operation for more than 6 months:
(1) Compliance with requirements refers to the management system of the laboratory meeting the requirements of basic recognition criteria such as CNAS-CL01, as well as the requirements of recognition rule documents such as CNAS-RL02, requirement documents, and the explanation of basic recognition criteria in professional application fields, such as the calibration laboratory meeting CNASCL25.
(2) Formal operation refers to the laboratory that establishes a management system for the first time. Generally, it needs to enter the trial operation stage first, adjust and improve the management system through internal audits and management reviews, and then officially operate.
(3) Effective operation refers to the operation of all elements involved in the management system and the retention of relevant records.
(4) After 6 months of formal and effective operation of the management system, a complete internal audit and management review covering the entire scope and all elements of the management system will be conducted.
3. 3. The applied technical capability meets the requirements of CNAS-RL02 "Capability Verification Rules":
As long as there is available proficiency testing, each sub field for which the laboratory applies for accreditation for the first time should have participated in at least one proficiency testing and obtained satisfactory results (proficiency testing conducted within the first three years prior to the date of application for accreditation is valid).
4. 4. The laboratory has sufficient resources to carry out testing/calibration activities within the scope of application:
(1) Personnel: There are personnel who meet the requirements of CNAS, and the number of personnel and work experience match the workload of the laboratory and the activities carried out. The main management personnel of the laboratory and all personnel engaged in testing or calibration activities must have a long-term fixed labor relationship with the laboratory or its legal entity, and cannot engage in similar testing or calibration activities in other laboratories of the same type.
(2) Environment: The testing/calibration environment in the laboratory can continuously meet the requirements of corresponding testing standards and calibration specifications.
(3) Equipment: The laboratory has sufficient instruments, equipment, and standard materials that match its business and workload, and the laboratory has full access to these instruments and equipment.
5. 5. The measurement traceability of the instruments and equipment used should meet the relevant requirements of CNAS:
(1) The calibration institution selected by the laboratory for instruments and equipment that can be traced back to SI units must comply with the provisions of CNAS-CL06 "Traceability Requirements for Measurement Results".
(2) The equipment used for internal calibration must comply with the provisions of CNASCL31 "Internal Calibration Requirements".
(3) For those that cannot be traced back to SI units, they must comply with CNAS-CL01 "Criteria for Accreditation of Testing and Calibration Laboratory Capabilities", Article 5 6.2 Requirements of 2.2.
6. 6. The technical ability to apply for recognition has corresponding testing/calibration experience:
(1) The testing/calibration projects that the laboratory applies for recognition must have corresponding testing/calibration experience (testing/calibration experience does not necessarily require a testing report/calibration certificate issued externally).
(2) The testing/calibration projects that the laboratory applies for recognition should be the main projects that the laboratory frequently conducts, matures, and falls within its main business scope:
1. Do not accept laboratory applications for non essential business projects;
2. It is not acceptable for the laboratory to only apply for non main testing items of a certain product, such as appearance;
3. Laboratories are not allowed to only apply for sampling (sampling) capability, and the sampling (sampling) capability should be recognized at the same time as the corresponding testing capability;
4. Do not accept the laboratory only applying for judgment standards, and must apply for recognition at the same time as the corresponding testing capabilities (standards);
5. It is not acceptable for laboratories to only apply for the general principles of instrument methods, and approval must be applied for at the same time as the corresponding sample pre-treatment capacity (standard);
For unapproved standards/specifications (including standard approval drafts), approval as a standard method is not accepted. However, after confirmation, approval can be applied for using non-standard methods.
7. The testing/calibration capabilities applied by 7 laboratories, and CNAS has the ability to carry out accreditation:
The capabilities applied for by the laboratory must be within the scope of CNAS's evaluation capabilities.
